Sessions and sittings


The Parliament meets in two ordinary sessions per year; each session lasts for four (04) months minimum and five (5) months maximum.

    The spring session opens on the second working day of March.

     The autumn session opens on the second working day of September.

    The Parliament may also meets in extraordinary session, in pursuance of the provisions of article 118, on the initiative of the President of the Republic or on a request made by the Head of Government or by the two thirds (2/3) of the members of the National People’s Assembly.

The presidential decree bearing on convening the Parliament in extraordinary session fixes the agenda of the session.

The Parliament examines during that session only the items listed on the agenda for which it has been convened.

The sessions of the National People’s Assembly are public.

The National People’s Assembly may, however, sits in camera, on the request made by its Speaker or by the majority of its members or the one made by the Head of Government.

The National People’s Assembly has always the quorum to deliberate.

The quorum is, however, required for the validity of the vote. The checking of the quorum is of right before any voting, it occurs once.
