The voting procedure

The texts submitted to the National people’s Assembly may be examined according to one of the following procedures:

    Voting with general debate,
    Voting with restricted debate,
    Voting without debate.

Voting is generally expressed by a show of hands. It may also, in conformity with the organic law above-mentioned, be by secret or public vote or even by nominative public vote as well.

The texts coming under ordinary laws are voted with the simple majority of the expressed votes. As for those coming under organic law, they are voted with the absolute majority of the Assembly members.
