A bit of history
 

The first legislative election took place on September 20th, 1962 in Algeria, just only few months after the national independence day. The main objective of the Assembly, elected for only one year, was to promulgate the fundamental law of the country: the Constitution of September 10th, 1963, which established mainly the principle of one House for the Algerian Parliament which term of office will go on for one more year in conformity with article 77.

The President recourse to apply full powers on October 3rd, 1963, in conformity with article 59 of the Constitution, resulted in freezing the activities of that National Assembly. From 1965 to 1976, a Council of Revolution will be instituted at the head of the Algerian State holder of the sovereign authority (Ordinance of July 10th, 1965). In the framework of completing the institutions of the Algerian State, a new Constitution was promulgated in November 22nd, 1976 which will institute (Art. 126) a sole House named National People’s Assembly (NPA) entrusted with exerting the legislative power. It was elected in February 1977 for five (5) years and regularly renewed in 1982 and 1987.
The constitutional revision of February 28th, 1989 will not go against the principle of one House by maintaining the National People’s Assembly, even if in other respects, it will establish the separation of the legislative, executive and legal powers (Art. 92). The renewal of the Assembly, which reached the end of its term, was interrupted by the resignation of the President of the republic giving way to a juridical emptiness. It will lead to the putting in place of transitory structures ( High Council of State and National Consultative Council then National Transitional Council), up to the constitutional revision on November 28th, 1996 which will modify the Algerian institutional scenery by instituting a bi-cameral parliament, consisting of a NPA ( 380 members) and a Council of Nation (144 members); they constitute the first pluralist parliament of independent Algeria.
