Making up and appointment:
The bureau of the National People’s Assembly comprises: the
Speaker of the Assembly, vice-presidents and other members, if need be, (art. 13
of the Organic law which fixes the functioning and the organization of the
National People’s Assembly and the Council of Nation…). The rules of procedure
of the Assembly fixed the number of vice-presidents to 9.
The National
People’s Assembly sets up its bureau as soon as starts the legislature. It is
renewed each year.
The
presidents of the groups meet in order to draw up the list of their members to
fill the positions of vice-presidents. Such list, drawn up by means of
negotiation among the groups wishing to apply for those positions, is submitted
to the Assembly for adoption. If such procedure fails, the vice-presidents of
the National People’s Assembly are elected through a voting system for many
candidates and one secret ballot. In case of equal votes, the older candidate is
elected.
The
positions of vice-presidents are presently distributed among the political
groups according to the following proportions:

According to
the Organic law 99/02 (fixing the organization and the functioning of the
National People’s Assembly and the Council of Nation as well as the functional
relationships between the Houses of Parliament and the Government), the
vice-presidents help the Speaker in the conduct of debates and deliberations as
well as in administrating and managing the institution. They deputize for him,
in case of hindrance.
Moreover, in
conformity with the rules of and in addition to their collegial missions carried
out within the bureau, they are in charge of:

The follow
up of the matters of the MPs, the administrative business and the public
relations. |

The follow
up of the legislative business and the relations with the Council of Nation
and the Government. |
The
distribution of the tasks among the members of the bureau falls within the
competence of the Speaker of the National People’s Assembly.
Moreover,
the bureau entrusts three of its members with the missions of “questeurs” who
are in charge of:

Expressing
a view on the draft budget before its presentation to the bureau of the
Assembly for adoption and elaborating a yearly report of execution to be
compulsorily communicated to the MPs. |

Controlling
the administrative and financial services of the National People’s Assembly. |
2° Missions:
The bureau
carries out the missions it is vested in by the Constitution, the organic law
and the rules of procedure of the Assembly. Such missions are mainly summed up
as follows:

To fix the
agenda of the sessions in co-ordination with the Government, |
 |
To fix the
agenda and the schedule of the sittings after having co-ordinated with the
Government and after the meeting of the conference of presidents, |
 |
To admit
the tabling of all legislative initiatives and examine the admissibility in
the matter of form of the initiatives of parliamentary origin, |
 |
To organize
the session and follow up the proceedings of sittings, |
 |
To fix the
modes of voting, |
 |
To explain
as far as necessary, by means of general instructions, the provisions of the
rules of procedure, |
 |
To examine,
adopt and submit the draft budget of the Assembly to the committee of
finances and budget. |

To examine
and take in charge all the means linked to the mission of the MP. |
 |
To follow
up the legislative action of the Assembly and propose the ways to develop
it, |
 |
To follow
up the relations of the Assembly with the other parliaments and the
parliamentary unions. |
