Other bodies of the Assembly

  
   
It is provided in article 10 of the organic law 99/02 that “Each of the two Chambers may set up co-ordinating and consultative or supervising bodies, the setting up of which is determined by the Rules of Procedure of each of the two Chambers ”.

   It is useful to remind that the rules of procedure of the National people’s Assembly has been adopted prior to the organic law fixing the organization and functioning of the Assembly and the Council of Nation… where the following co-ordinating and consultative bodies are provided:

     3-4-1- the conference of presidents made up of the bureau and the chairmen of the committees is mainly entrusted with preparing and evaluating the sessions, co-ordinating the standing committees work and elaborating the agenda.

      3-4-2- the co-ordination committee comprises the bureau, the chairmen of the committees and the presidents of the parliamentary groups. It is consulted on the questions related to drawing up the agenda, organizing the work of the Assembly and the functioning of groups.

      3-4-3- the parliamentary groups; there are six (06) parliamentary groups in the National People’s Assembly (fifth legislature) which acronym and constituent obey to the conditions required by the rules of procedure to set up parliamentary groups..

    Articles 51 to 54 determine the conditions and modalities to set up parliamentary groups within the National people’s Assembly. The setting up of a group requires mainly the membership of at least 15 members and the bringing in of a file to the bureau comprising: the name of the group, the names of its members and that of its bureau. Its setting up is announced in plenary session and published in the Assembly’s official journal of debates. The membership to a group is voluntary. However, no MP can be member of more than one group, and parties cannot set up more than one group likewise.

  The parliamentary groups have at their disposal, at the head office of the National people’s Assembly, the human and material means necessary to their activities. Such means are, in principle, in proportion with their numerical importance.
